#### The Terrorism (Protection of Premises) Act 2025 (also known as Martyn’s law) was introduced as a counter-terrorist measure, after Martyn Hett tragically lost his life at the Manchester Arena in a terrorist incident in 2017. The Act creates new legal duties for many public venue owners and operators, which includes churches, Christian ministries and events.

 

  Martyn’s law is expected to come into force in mid-2027, with statutory guidance scheduled for release at some point this year. This law will affect all public venues, including churches where more than 200 can be expected to be present, even if this is only occasionally. The law will also apply to some one-off events where more than 800 people attend.

Since 2021, the Evangelical Alliance has been engaged with this bill; meeting with home office officials, submitting written evidence and meeting with parliamentarians to ensure a practical and financially viable approach for churches and Christian ministries.

Colleagues from the advocacy team will be hosting a one-hour online conversation on the new counter-terrorism measures known as Martyn’s law. This will also provide an update on conversations we have had with the Home Office on statutory guidance.

### Danny Webster

#### Director of advocacy

Danny joined the Evangelical Alliance in 2008 and has held a range of roles in the advocacy team. He currently leads the advocacy team's work across the UK, including public policy work and engagement with the parliaments and assemblies, and respective governments. Before working for the Evangelical Alliance, Danny, who has degrees in politics and political philosophy, worked in parliament for an MP. Danny is passionate about encouraging Christians to integrate their faith with all areas of their life, especially when it comes to helping them take on leadership roles outside the church, and helped initiate the Evangelical Alliance's Public Leadership programme. He frequently provides comment on current political issues, both in Evangelical Alliance publications and to the press.

### Mark Gilmore

#### Policy advisor

Mark serves as the policy advisor at the Evangelical Alliance. He has worked in both the House of Lords, House Commons and as a parliamentary officer to the Christians in Parliament All Party Parliamentary Group.

He is interested in the role of faith in public life, Jesus’ call to social justice and all things policy. When he isn’t talking politics, he enjoys theatre, singing and a good run!
